Warm Audiences After Cookie Whiplash: Retargeting That Still Works

Chrome is keeping its cookies, but your iPhone visitors still vanish from the pixel. Build warm audiences from lists, engagers and video viewers that no browser setting can take away.

Warm, but yours

Half the advertisers I talk to are waiting on a rule change to fix their retargeting. The other half think the rule change already happened.

Neither is right. On July 22, 2024 Google said it would not phase out third-party cookies in Chrome after all.1 Good news for some publishers (it is also the Chrome update I flagged in my mid-2024 read). For a Meta advertiser retargeting people who visited a sales page on an iPhone, it changes close to nothing, because the leak was never in Chrome.

The accounts that keep converting warm traffic share one habit. They build warm audiences from data they hold, not from a pixel alone.

Did Google keeping cookies fix retargeting?

No, and the reason is worth understanding because it tells you where to build.

Google's announcement said that instead of deprecating third-party cookies, it would introduce a new experience in Chrome that lets people choose.1 That is a browser decision. It says nothing about what happens on an iPhone, inside the Instagram app, or in a mail client.

The iOS signal loss never went away

Apple's App Tracking Transparency arrived with iOS 14.5 on April 26, 2021. From iOS 14.5, apps need a person's permission through the App Tracking Transparency framework before they can track that person or access the device's advertising identifier. Without it, the identifier comes back as all zeros.2 A few weeks later Apple announced Mail Privacy Protection for iOS 15, which stops senders from using invisible pixels to collect information about the reader.3

Put those together and you can see the problem. A visit might not be reported. An email open might not be real. This is the same signal gap that server-side events are built to close. If your warm audience depends on seeing every one of those events, your warm audience is a partial list. The cost shows up downstream: when the platform sees fewer signals, it guesses more.

Which warm audiences do you actually control?

Start from Meta's own menu. The Business Help Center splits custom audiences into people who interacted with your business and people who interacted with your content on Meta's platforms.4

Sources that do not need a browser

From the page, these are the ones I reach for first:

  • Customer list: upload emails or phone numbers and Meta matches them to people on its platforms.
  • Video: people who watched your video content on Meta platforms.
  • Lead form: people who opened or submitted a lead form on your ads.
  • Instagram account: people who interacted with your Instagram business account.
  • Facebook Page: people who interacted with your Page.

The website audience, tracked by the Meta Pixel, is on the same list.4 Keep it. Just stop treating it as the only one.

A cap you will not hit

Meta lets you create up to 500 custom audiences per ad account.4 That is a naming problem, not a limit problem. Name every audience by source, depth and window, for example "Video 75% 30d" or "Customers all". When you come back in three months, you will thank yourself. If the platform is also expanding your reach on its own, my notes on Advantage+ audience explain which controls stay yours.

Ben Heath makes the data-quality point in a video about Advantage+ shopping campaigns, posted on February 27, 2024. When you are not in control of targeting, he says, "you want them to have as much information and as good of data on that as possible."6 A clean customer list is the cheapest way to give Meta better information about who actually buys.

How do you build a customer list audience that matches?

A list is only as good as the match. Most of the loss happens before you upload.

Collect the right fields at the door

Email is the baseline. Phone number adds another way to match the same person. If your opt-in form or checkout only asks for a name and an email, you decided your match rate before you ever opened Ads Manager. Add phone where it fits the offer and the buyer will accept it.

Format it the way Meta asks

Meta's developer documentation says email addresses should have leading and trailing white space trimmed and all characters converted to lowercase. Phone numbers should include the country code. Email and phone are marked "hashing required."5 If your export is messy, with trailing spaces, mixed case or missing country codes, you are paying to advertise to a smaller list than you think.

You do not need to touch code. Most CRMs and email tools handle the formatting. You just need to know it matters, and check one export by eye before you trust the upload.

What should you say to each layer of warm?

Warm is not one group. Someone who watched four seconds of a video is not someone who opened your application form yesterday. Treat them differently.

One blob of warmLayers of warm
Everyone who touched anything, same adSeparate audiences by depth of interest
Message repeats the cold adMessage answers the next question
Buyers and non-buyers mixedBuyers excluded, customers get their own track
Pixel is the only sourcePixel plus list, video, form and Instagram sources

A simple ladder

  1. Light engagers: video viewers and Instagram or Page engagers. Show proof, a short story or a case-style piece of content. They know your name, not your offer.
  2. Considered: people who watched most of a longer video or visited the offer page. Answer the top two objections and show the next step clearly.
  3. Close to a decision: people who opened a lead form or started a booking and did not finish. Make finishing easy and reduce friction.
  4. Customers: your list of buyers. Exclude them from sales ads, then speak to them about what comes next.

Notice that none of the four layers requires inventing a trick. The edge is in matching the message to where the person actually is.

What should you check this week?

Here is a thirty minute audit that most accounts fail on the first pass.

The audit

  • Do you have a customer-list audience, and is it refreshed? Meta's list audiences do not update themselves, so set a calendar reminder to re-upload or connect an automatic sync.
  • Are buyers excluded from every prospecting and warm campaign?
  • Do your video and lead form audiences exist and carry readable names?
  • Does your opt-in capture phone as well as email?
  • Is there a different message for each layer, or one ad doing five jobs?

If your retargeting lives only in a pixel, you do not own your warm audience. You are renting it from a browser.

None of this is exciting. That is the point. Cookie headlines come and go. A clean list and a clear message for each layer keep working in any year. If you want a second opinion on how your accounts are set up, you can find me at ekaistone.com.

Questions people ask

Does Google keeping third-party cookies fix Meta retargeting?

No. Google's July 22, 2024 decision only changes what Chrome does with third-party cookies. Apple's App Tracking Transparency, which has applied since iOS 14.5, still limits cross-app tracking on iPhones, so a pixel-only retargeting setup keeps missing people.

What warm audiences can I build on Meta without relying on the pixel?

Customer lists (emails or phone numbers), video viewers, lead form openers and submitters, Instagram account engagers and Facebook Page engagers. Meta lists all of these as custom audience types alongside website audiences.

How should I format a customer list for Meta?

Trim spaces and lowercase email addresses, include the country code on phone numbers, and send the data hashed with SHA256. Meta's developer documentation spells out the normalization rules.

How many custom audiences can one ad account hold?

Meta's Business Help Center says you can create up to 500 custom audiences per ad account, which is plenty if you name them by source and depth.
